Ibragimova Flura Galimovna was born on November 13, 1977 in Taldykorgan, Almaty region. He graduated from Lenin Secondary School in the city of Usharal with a gold medal, in 1994 from Taldykorgan Law College with a red diploma, in 2000 from the Kazakh State Law Academy in Almaty with honors. He was included in the "Golden Book " of graduates of this university. 

In 2006, she completed postgraduate studies at the Kazgiu Research Institute of Private Law with a degree in 12.00.03 – "Civil Law, family Law, business law, Private International Law, civil procedure, international commercial arbitration." In 2010, she defended her PhD thesis on the topic "storage agreement under the legislation of the Republic of Kazakhstan". 

He has been working in the higher education system since 2000, with 25 years of teaching experience. Flura Galimovna's professional activity from the moment of her graduation to the present is connected with the educational institution "Alikhan Bokeikhan University", where she went through all the stages of professional growth: intern, lecturer, senior lecturer, research teacher. From 2008 to the present, Head of the Department of "Civil Law Disciplines". 

He is known in his professional activity as a competent, creative and creatively thinking specialist, a good organizer and ideological inspirer.

Flura Galimovna has been continuously engaged in scientific and educational work for more than twenty years.  He is the author of more than 60 scientific and educational works, including 5 textbooks. The results of scientific papers were discussed at scientific seminars, scientific conferences, published in journals and collections of leading universities of the Republic of Kazakhstan, near and far abroad, including in scientific journals included in the Skopus database. He is the author of a number of electronic educational and teaching aids. 

From 2023 to 2025, he was the head of the grant research project "Effectiveness of legal liability mechanisms in the healthcare system of the Republic of Kazakhstan: national priorities and international standards" (AR 19674495), funded by the Ministry of Science and Higher Education of the Republic of Kazakhstan.
